Download the exe and put in c:\Program Files (x86)\Steam\steamapps\common\Call of Duty 4 or where steam is located.

I don't have a steam copy; I'm guessing I would have to purchase it again from them.

@founder No, not at all. It would be nice to be able to download it from steam like BlackOps ll ... etc.
